Community development is a great ‘activity or perhaps philosophy' (Kenny 2010) initiated by or perhaps facilitated between a group (collectively called community) out of dissatisfaction with existing social, economic or perhaps political circumstances (Kenny 2010). There are various aspects and approaches (bureaucratic, home town, major or perhaps minor changes), but both equally Tesoriero and Kenny identify common and recurring topics for effective community advancement work.
Inside the various examples and discourses, community development revolves around thinking about rectifying cultural inequalities. Because an activity, that usually comes after the style of first identifying a community in will need, which is generally ‘a contemporary society where groups of people are oppressed, excluded or disadvantaged, inequality of power and solutions, and interpersonal justice denied' (pp23). 60 then described through analyze and conversation with the people, and then providing or at least suggesting an appropriate response. Kenny (2010) warns it is not an target activity; the city development staff member is susceptible to the very financial, social and political conditions and should be submerged in the community, not working apart from that. The aim of this sort of work should be to empower ‘ordinary' people through subsidiarity (Hirst, 1994: 20), which is the sharing of power to the lowest level conceivable. This should then result in higher ‘personal autonomy…[where] people have an equal say in how society can be run…[and] solutions used'(Kenny 2010). For this, Kenny urges the cultivating of social capital (‘relationships good for social cohesion and development', Kenny 2010, pp9).
